Dr. Arturo Reyes Sandoval was born in the city of Guadalajara, Jalisco, México; He grew up in Teziutlán, Puebla, where he studied to the secondary level. Later, he moved to the state capital to complete his high school studies. His parents graduated as chemists from the Escuela Nacional de Ciencias Biológicas (ENCB), part of Instituto Politécnico Nacional (IPN).
Originally from San Buenaventura, Coahuila, he attended high school at Vocacional 6. He is a Biochemical Engineer from the Escuela Nacional de Ciencias Biológicas (ENCB), Master and Doctor of Science in Biochemistry from the Instituto Politécnico Nacional, Master in "Gestión y Política Universitaria" from the Universidad Politécnica de Cataluña - UNESCO Chair in Barcelona, Spain and Diploma in "Alta Dirección de Universidades" from the Universities of Nebrija and Politécnica de Cataluña, Madrid, Spain.
Mario Alberto Rodríguez Casas

Dr. Fernández Fassnacht was born in Mexico City; he is an Industrial Engineer graduated from the Escuela Superior de Ingeniería Química e Industrias Extractivas. He obtained his Ph.D. in Chemistry with a specialty in physicochemistry from the Graduate Studies Division of the Faculty of Chemistry, UNAM. He did a postdoctorate in the Department of Chemistry at the University of California (UCLA).
Enrique Fernández Fassnacht

She was born in the heart of Mexico City. He graduated from the National School of Biology of the IPN and continued his studies for a PhD in Sciences with a specialty in Biochemistry. In addition, she obtained a diploma from the Instituto Panamericano en Alta Dirección de Empresas and another in Finance for Non-Financiers from the Instituto Tecnológico Autónomo de México. On December 11, 2009, she was appointed Director General of the IPN by the President of Mexico, and on December 13, 2012, she was reappointed for a second term. She was awarded the National Award of Pharmaceutical Sciences "Dr. Río de la Loza" by the College of Pharmacists of Mexico, among others. She is also a member of the Permanent Nomination Committee to the Honorable University Council of the Universidad Autónoma de Sinaloa.
Yoloxóchitl Bustamante Díez
2009 - 2014
He was born in Sinaloa and holds a degree in Industrial Chemical Engineering from the Escuela Superior de Ingeniería Química e Industrias Extractivas. He completed master's and doctorate studies at the Escuela Nacional Superior de Petróleos and the French Petroleum Institute. On December 12, 2003, he was appointed Director General of the IPN by the President of Mexico, and on December 12, 2006, he was ratified for a second term. Among the various distinctions he has received, he was awarded the Croix de Chevalier de la Legion d'Honneur by the French Republic and the State Prize for Science and Technology in 2004 by the government of Sinaloa. During his tenure, the IPN received on five consecutive occasions, recognition for its national leadership in the validation of academic programs by the Ministry of Public Education.
José Enrique Villa Rivera

He was born in 1954 in Jeráhuaro, Michoacán. He holds a degree in Economics and a master's degree in Economics with a specialization in Economic Development from the Escuela Superior de Economía del IPN, where he also served as director. He was a professor at IPN, researcher and professor at ECLAC, undersecretary of the Union of the National College of Economists, economic consultant for the FAO of the United Nations Organization (UNO), television host in the series "Pensamiento Económico, ideas para el desarrollo" on Channel 11, interior secretary of the National College of Economists, member of the Commission for the Diagnosis of Research in Humanities and Social Sciences of the National Council of Science and Technology, second vice president of the National College of Economists, president of the College of Economists of IPN. Before being appointed Director General of the IPN, he was Secretary General of the Institute.
Miguel Ángel Correa Jasso

Born in 1951 in Miguel Aleman, Tamaulipas. He studied Communications and Electronics Engineering at ESIME and obtained a Master's degree in Public Administration. D. studies at the Universidad Politécnica de Madrid. He has developed his career mainly in the field of education. He was Deputy Director General of Industrial Technological Schools, Deputy Director General of Federations of the Ministry of Public Education, President of the Coordinated Education Services and Secretary of Education both in Michoacán, President of the National College of Technical Professional Education and President of the Broadcasting Commission. He has published more than 60 articles on society, education, science, technology and educational policy, books such as La descentralización educativa, estrategia para el desarrollo (Leega, 1987), Educación y cambio estructural (Noriega, 2000), Conocimiento, educación superior y progreso (Noriega, 2001) and Metodologías para dinamizar los sistemas de innovación (IPN, 2005). He received the "Norberto Treviño Zapata" decoration from the state of Tamaulipas and the rank of Grand Commander of the Order of Merit from the government of Romania.
Diódoro Guerra Rodríguez

Born December 6, 1947. He studied accounting and received a master's degree in Public Administration from ESCA. He has held several positions in the Ministry of Education and was Director of Industrial School No. 176. Before being appointed Director General of the IPN, he also held several important academic and administrative positions at the Institute. He was Director of the Interdisciplinary Professional School of Engineering and Administrative and Social Sciences, Executive Secretary of COFAA, Administrative Director, Minister of Support and Minister General. Subsequently, he was Vice Minister of Education and Technological Research of the Ministry of Education, General Director of the Instituto del Fondo Nacional de la Vivienda para los Trabajadores and General Comptroller of the Partido Revolucionario Institucional. He has been a member of the Board of Directors or Governing Boards of PEMEX, the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado, the Instituto Mexicano del Seguro Social, the Instituto Nacional de Investigaciones Nucleares and the Instituto Nacional Indigenista.
Óscar Joffre Velázquez

He was born in 1942 in Mexico City and studied Electrical and Electronic Communications Engineering at ESIME. In 1968, he completed a Master's degree in Electrical Engineering at CINVESTAV and a PhD in Operations Research Engineering at the University of California. In 1989 he received the "Lázaro Cárdenas" Academic Merit Award. He has participated in several technical committees in the public sector, as well as in professional associations and societies. He was a professor and Director of UPIICSA. Raúl Talán was President of Industrial Technological Education and General Delegate at the Ministry of Education. After serving as General Director of the IPN, he was Vice Minister of Education and Technological Research of the Ministry of Education, external consultant of the World Bank for the Reforms of Training and Continuing Education Services and Technical Professional Education in Chile and Paraguay respectively. He is currently Vice Manager of the Fideicomiso para el Ahorro de Energía Eléctrica.
Raúl Talán Ramírez

Born in 1924 in Monterrey, Nuevo Leon. He graduated from ESIA in 1961. In 1976, he received a Master's degree in Administration from the Instituto Tecnológico y de Estudios Superiores de Monterrey, in Mexico City. He also obtained a Master's degree in Management Development. From 1965 to 1979 he held various positions in the Ministry of Public Education. To date, he has held important positions in the IPN, mainly as Technical Secretary in 2003. After his tenure at the head of IPN, he was Delegate of the Federal District City Council for the Municipality of Cuajimalpa in 1985. Manuel Garza was also General Director of Services to Decentralize Education in the State of Mexico and General Director of Integral Services for Education in the State of Mexico.
Manuel Garza Caballero
1982 – 1985
He was born in 1923 in Durango, Durango. He graduated from the National School of Biology as a Bacteriological and Parasitological Chemist; he later studied soil chemistry at Rutgers University. In addition to his position as General Director of the IPN, he was General Director of Technological Education, Undersecretary of Secondary, Technical and Higher Education, Governor of the State of Durango, General Director of CONACYT, Senator for the State of Durango, General Technical Director of the Coordinating Commission for Rural Development of the Federal District and Director of the Environmental Education Center (Ecoguardas) in Mexico City. In 2003 he received the Nature Conservation Award from SEMARNAT. He is currently coordinator of the Environmental Program of the IPN, honorary member of the Mexican Society of Geography and Statistics, the Mexican Society of Soil Science and the Mexican Society of Natural History; President of the "Metro" Cultural Foundation and the Mexican Institute of Renewable Natural Resources.
Héctor Mayagoitia Domínguez
1979 – 1982
He was born in 1941 in Morelia, Michoacán. He studied communications and electronics engineering at the Escuela Superior de Ingeniería Mecánica (ESIME), and obtained a master's degree in science from CINVESTAV. He was director of ESIME, deputy technical director and general director of IPN. Subsequently, he was appointed general director of the System of Regional Technological Institutes, general coordinator of Libraries and Information Services, coordinator of the Operating Project of the Center for Training and Educational Innovation; general director of Procurement, coordinator of Engineering at the Mexican Institute of Communications; president of the Liaison Group of the National Advisory Committee for Standardization of Communications and Information Technologies and president of the College of Mechanical and Electrical Engineers, among other positions. He is currently Director of the Aerospace Development Center.
Sergio Viñals Padilla
1976 – 1979
He was born in 1935 in Mexico City. He holds a degree in Communications and Electronics from ESIME in 1960 and a PhD in Science from the Royal Institute of Technology in Stockholm. He was technical director of Telmex, where he developed the automation of the national network and automatic long distance (LADA). In addition to being general director of the IPN, he was general director of Conalep and CONACYT, supervised the creation of the Universidad Autónoma Regional de Ecatepec, advisor to the Universidad Autónoma Metropolitana and the Instituto Nacional de Energía Nuclear, founding member and vice president of the Academia Mexicana de Ingeniería, and president of CYGNUS Consultores en Proyectos Energéticos. He has received honors and distinctions from the Federal Republic of Germany, Yugoslavia, and Italy and has published several articles on traffic theory, engineering, communications and computer planning methods.
José Gerstl Valenzuela
1974 – 1976
Born in 1921 in Puebla, Puebla. He graduated from ESIME, of which he later became director. He was a scientific researcher of the Scientific Research Commission (CICIC) from 1945 to 1946 and later a member of the Science and Industry Liaison Commission (formed by INIC and CANACINTRA) and of several engineering associations. He was appointed General Director of the IPN for the period 1970-1973. At the end of his term, he was academic advisor to the Secretary of Public Education, President of the Board of Trustees of the National Center for Technical Industrial Education, Director of the Regional Center for Technical Industrial Education of Guadalajara, Director of Evaluation and Liaison of the Secretariat of Public Education, Director of the General Directorate of Higher Education of the Secretariat of Public Education, Academic Director and Academic Secretary of the National College of Technical Professional Education, Technical Secretary of the Institutional Committee for Curricular Development. He died on March 13, 2006 in Mexico City.
Manuel Zorrilla Carcaño
1970 – 1973
Born in 1920 in San Luis Potosí, S.L.P. Son of the distinguished Wilfrido Massieu, founder and director of the IPN. He is a graduate of the National School of Biological Sciences. D. in Biochemistry from Oxford University (England). He was director of CINVESTAV. In 1975 he received the National Award of Sciences and Arts in the area of Physics-Mathematics and Natural Sciences, researcher of the Institute of Biology of the UNAM and Vice Minister of Technological Education of the Ministry of Public Education. He died in Mexico City on February 28, 1985.
Guillermo Massieu Helguera
1965 – 1970
Born in 1922 in San Luis Potosí, S.L.P. He studied at the Escuela Superior de Ingeniería Mecánica (ESIME), graduating in 1942, and became a distinguished member of the Asociación Mexicana de Ingenieros Mecánicos y Electricistas. He received Honorary Doctorates from the Universities of Sinaloa and Yucatan. He received three National Engineering Awards, the Academic Palms of France and the "Plan de San Luis" and "Ignacio Manuel Altamirano" medals. He was appointed General Director of the Institute in 1963. He was also a member of several commissions and boards of directors of academic organizations such as the U.S.-Mexico Commission for Outer Space Observations and the Mexican Society of Engineers, among others. He also served as Secretary of Communications and Transportation, founding director of the Centro de Cómputo Legislativo del Senado de la República and of the Centro de Información y Documentación de la Asamblea de Representantes del Distrito Federal. He passed away on March 2, 2012.
José Antonio Padilla Segura

He was born in 1923 in Veracruz, Veracruz. He studied at the Escuela Superior de Ingeniería Mecánica (ESIME), where he was mentioned in the Honor Roll in 1945; later he was declared Distinguished Son of the same school. In 1949 he obtained a Master of Science degree from Harvard University and furthered his studies at the electronics laboratory of the University of Paris. He was appointed director of the Institute in 1959. During his tenure, important work was carried out in the field of polytechnic scientific research, highlighting the fields of Mathematics, Physics, Biology, Chemistry, Engineering in different branches, Virology and Medicine as well as Anthropology with actions such as the foundation of the School of Physics and Mathematics (ESFM), the National Calculus Center (CENAC), the strengthening of the National School of Biological Sciences, the creation of a graduate program in Commerce and Administration and witnessing the creation of CINVESTAV. After his tenure as General Director of the Institute, he held numerous important positions. He was a member of the U.S.-Mexico Commission for Space Observations, related to the Mercury Project (1960-1962); he served as Executive Director of the National Institute for Scientific Research (1965-1970); Secretary of Communications and Transportation (1970-1976), President of the National Commission of Outer Space, member of the Board of Directors of Telmex and Chairman of the Boards of Directors of Aeronaves de México (today Aeroméxico), Ferrocarriles Nacionales, and Ferrocarriles y Puentes Federales de Ingresos y Servicios Conexos, among others (1970-1976). He was founding director of the National Council of Science and Technology (CONACYT) from 1971 to 1973.
Eugenio Méndez Docurro
1959 – 1962
Born in 1916 in the city of Puebla. He graduated in 1939 as an engineer from the Escuela Superior de Ingeniería Mecánica (ESIME). In 1956 he was appointed General Director of the IPN by Adolfo Ruiz Cortines, then President of Mexico. From 1956 to 1959, he regularized and organized the academic work at the Institute, achieving an important expansion of its facilities (Zacatenco campus), especially after the 1957 earthquake. He was the founder of the television station XEIPN Canal Once as a complement to the Polytechnic education and cultural diffuser for the whole society. He died on April 8, 1997.
Alejo Peralta y Díaz Ceballos
1956 - 1958
He was born in 1914 in Monterrey, Nuevo Leon. He entered ESIME in 1936 and graduated as Ingeniero Mecánico Electricista, later becoming a full-time professor until 1968. He was Vice Minister of Communications from 1958 to 1964. He was General Director of IPN from 1950 to 1953. From 1978 he was Deputy Technical Director of the Metro Collective Transportation System of Mexico City. He died in 2000.
Juan Manuel Ramírez Caraza
1950 – 1953
Born in Apizaco, Tlaxcala in 1913. He graduated from the Escuela Superior de Ingeniería Mecánica y Electricidad, later (ESIME) as Ingeniero Mecánico Electricista. He was appointed general director of the Institute on June 10, 1950. Subsequently, he served as General Director of Industrial and Commercial Technological Education of the SEP from 1959 to 1966. He died in Mexico City in 1966.
Alejandro Guillot Schiaffino
1948 – 1950
Born in 1913 in Aguascalientes. He graduated from the Escuela Superior de Ingeniería Mecánica y Electricidad (ESIME) on September 3, 1943, as Ingeniero Mecánico Electricista. In 1941 he began teaching at the IPN and held various union positions until 1947. He was the first general director of the IPN who graduated from the institution. He died in Chihuahua, Chihuahua on December 9, 1967.
Gustavo Alvarado Pier
1947 – 1948
Born in 1899 in Mexico City. He received scholarships in Berlin and Leipzig from the Guggenheim Foundation. He became a renowned physicist who formulated the theory on the trajectory of cosmic rays approaching the Earth. He was director of the Institute of Physics at UNAM, vice-minister of Education and distinguished member of several national and international scientific organizations. He was appointed director of the Institute in 1944. He died on April 18, 1977.
Manuel Sandoval Vallarta
1944 – 1947
He was born on October 20, 1883 in Zamora, Michoacán. He studied for a degree in Civil Engineering. In 1919, he was appointed director of the Escuela Industrial Militar de Culiacán, where he remained for more than two years. In 1921, he moved to the city of Morelia, Michoacán, where he held various positions related to education. In 1942, he was appointed head of the Department of Industrial and Commercial Education, under the General Directorate of Secondary Education of the SEP. In 1943 he was appointed director of the Institute, collaborating in the creation of the Provisional Regulations of the Institute issued on January 27, 1944 and published in the Official Gazette of the Federation (DOF) on February 17, 1944.
José Laguardia Núñez

He was born in Tacubaya, Mexico City, in 1878. He was the first director of the Instituto Tecnológico Industrial (ITI), inaugurated on August 4, 1924. He was appointed director of the IPN in 1940. At the end of his term, he retired to teaching. He died in the city of Acapulco, Guerrero, in 1944.
Wilfrido Massieu Pérez
1940 – 1942
He was born in 1905 in Vistahermosa, Jalisco. He graduated from the Escuela Superior de Ingeniería Mecánica y Eléctrica in 1928, becoming its director in 1935. He established the creation of the Aeronautical, Communications and Electronic Engineering careers, as well as postgraduate courses. In 1939 he was appointed director of the Instituto Politécnico Nacional, a position he resigned in 1940 to pursue a doctorate in Physics and Engineering. He died on September 30, 1
Manuel Cerrillo Valdivia
1939 – 1940
He was born in 1872 in Brownsville, Texas. In 1927 he was appointed Head of the Department of Industrial Technical Education of the Ministry of Public Education, and later took charge of the Industrial Technical Institute, founded by Wilfrido Massieu. He was director and founder of the Instituto Politécnico Nacional. He died on October 25, 1939.
Miguel Bernard Perales
1938 – 1939
Born in 1881 in Tantoyuca, Veracruz. He studied Chemical Engineering. He was Director of Technical Education and Director of the Faculty of Chemical Sciences of the University. In 1932 he was appointed Rector of UNAM. He participated in the first Advisory Council of the IPN. In 1937 he was appointed Director of the Politécnico, with economic appointment. He died in 1941.
Roberto Medellín Ostos
1937
Born in 1891 in Sataya, Culiacán, Sinaloa. He entered the Heroico Colegio Militar in 1908 and in 1912 joined the troops fighting against the forces of General Pascual Orozco. He studied Military Engineering at the Military College. During the government of General Lázaro Cárdenas he was appointed head of the Department of Technical Education of the Ministry of Public Education. He was in charge of the coordination of the Institute at its foundation. In October 1977, the Senate awarded him the "Belisario Domínguez" medal. Upon receiving the distinction, he said: "I will accept it because I know it is for the Politécnico... it is only worth living or dying if one lives or dies for the nation. I have not had the honor of dying for it, but I have tried to serve it". He died in Mexico City on May 20, 1979.
